This is the short film we watched and the planning they would've had to of done.
Write a script, Draw a storyboard (shot list), Consider the weather, Plan to block out background noise (ADR), Get permission for location, Consider the music to use, Consider what effects to use, hot to pull of those effects, Casting for the main actor and the extras, Equipment to use, Consider what location to use, What costumes to use, What props to use, How to aquire the props, Consider the budget you are dealing with, Make the actors sign a release form.

How they could have saved money
Use free sets with permission, Use friends instead of actors or crew if they can fulfill that role, Have your friends be extras, Borrow equipment, Borrow props, Go to a charity shop or use clothes you own, Make your own music or have a friend make it for you, Make the set out of realitively cheap materials.
